Cook the beef: While potatoes roast, heat remaining 1 tablespoon olive oil in a large skillet over medium-high heat. Add ground beef and cook, breaking apart with a wooden spoon, until browned and crumbly, 6-8 minutes.
Season the beef: Stir water into the cooked beef and simmer for 2-3 minutes until liquid is mostly absorbed and beef is moist.
Assemble the bowls: Divide crispy potatoes among 4 bowls. Top with seasoned beef, then sprinkle with shredded cheese while hot so it melts.
Add toppings: Top each bowl with pico de gallo, avocado or guacamole, sour cream, fresh cilantro, and green onions. Serve immediately with lime wedges on the side.
