Preheat oven to 375°F. Grease a 9x13 inch baking dish. Set up three shallow bowls: one with flour, one with beaten eggs, and one with breadcrumbs mixed with Italian seasoning, garlic powder, onion powder, salt, and pepper.
Dredge chicken pieces in flour, shaking off excess. Dip into eggs, then press firmly into breadcrumb mixture to coat all sides.
Heat olive oil in a large skillet over medium-high heat. Working in batches, cook breaded chicken pieces for 2-3 minutes per side until golden brown. They don't need to cook through completely.
Spread 1 cup of marinara sauce in the bottom of prepared baking dish. Arrange browned chicken pieces in a single layer over the sauce.
Pour remaining marinara evenly over the chicken. Sprinkle mozzarella cheese generously over the top, then finish with Parmesan cheese.
Bake uncovered for 25-30 minutes until chicken reaches 165°F internally and cheese is bubbly and golden. Let rest for 5 minutes before serving. Garnish with fresh basil.
